I will show clearly here how the ONLY way gifts could be passed on was by the laying on of an Apostle’s hands.

Acts 6:6 They presented these men to the apostles, who prayed and laid their hands on them.

This is the time when the Apostles laid hands on Philip and Stephen (Acts 6:5).

Both these men went forth in their ministry performing miracles. Firstly look at Stephen.

Acts 6:8 Now Stephen, a man full of God’s grace and power, did great wonders and miraculous signs among the people.

Stephen was subsequently martyred, not for his miracles but for his message. Now look at Philip.

Acts 8:6,14-25 When the crowds heard Philip and saw the miraculous signs he did, they all paid close attention to what he said. When the apostles in Jerusalem heard that Samaria had accepted the word of God, they sent Peter and John to them. When they arrived, they prayed for them that they might receive the Holy Spirit, because the Holy Spirit had not yet come upon any of them; they had simply been baptized into the name of the Lord Jesus. Then Peter and John placed their hands on them, and they received the Holy Spirit. When Simon saw that the Spirit was given at the laying on of the apostles’ hands, he offered them money and said, “Give me also this ability so that everyone on whom I lay my hands may receive the Holy Spirit.” Peter answered: “May your money perish with you, because you thought you could buy the gift of God with money! You have no part or share in this ministry, because your heart is not right before God. Repent of this wickedness and pray to the Lord. Perhaps he will forgive you for having such a thought in your heart. For I see that you are full of bitterness and captive to sin.” Then Simon answered, “Pray to the Lord for me so that nothing you have said may happen to me.” When they had testified and proclaimed the word of the Lord, Peter and John returned to Jerusalem, preaching the gospel in many Samaritan villages.

Philip does not lay his hands on the Samaritans.  He lacks the ability to transfer the gifts. The Apostles are informed of the new ministry and they visit to transfer the gifts. Other prominent figures in the church received their gifts in the same way. Timothy was one.

2 Timothy 1:6 For this reason I remind you to fan into flame the gift of God, which is in you through the laying on of my hands.

Paul speaks of this responsibility and how he desired to use it to strengthen the church.

Romans 1:11 I long to see you so that I may impart to you some spiritual gift to make you strong—

1 Corinthians 1:7 Therefore you do not lack any spiritual gift as you eagerly wait for our Lord Jesus Christ to be revealed.

He had spent a year and a half in Corinth previously.

Acts 18:11 So Paul stayed for a year and a half, teaching them the word of God.

He also passed the gifts in Ephesus (Acts 19:1:6) after he left Corinth. The gifts were distributed by the Apostles, according to the will of God. When the Hebrew writer spoke of this to a generation of Jewish converts decades later he refers to the distribution of the gifts in the past tense.

Hebrews 2:2-4 For if the message spoken by angels was binding, and every violation and disobedience received its just punishment, how shall we escape if we ignore such a great salvation? This salvation, which was first announced by the Lord, was confirmed to us by those who heard him. God also testified to it by signs, wonders and various miracles, and gifts of the Holy Spirit distributed according to his will.

This confirms the prophesy to the Corinthians regarding the passing of the miraculous gifts.

1 Corinthians 13:8-10 Love never fails. But where there are prophecies, they will cease; where there are tongues, they will be stilled; where there is knowledge, it will pass away. For we know in part and we prophesy in part, but when perfection comes, the imperfect disappears.

The First Principals study on the Miraculous Gifts gives further details on the laying on of hands and has a great section on other observations about the gifts.

It is clear from the Scriptures that the Miraculous Gifts were only ever transferred by the laying on of an Apostles hands. There were specific requirements for the position of Apostle. Once the last Apostle died, there was no-one left alive to transfer the miraculous gifts. Once the last person who had received a miraculous gift from a living Apostle died, so too the miraculous gifts,  of instant,  complete, indiscriminate, healing,  passed away, as did the gift of the automatic speaking of a foreign language.

This also explains why we do not see a single modern disciple of Jesus with either of these gifts. So back to the question posed by the title. How do you recieve the gifts? My dear reader YOU cannot receive the miraculous gifts anywhere on the face of the earth since the death of the last Apostle which we know was John. You cannot even witness a gift being used since the last gifted disciple died who had received the gift from an Apostle. These men would have died before the end of the second century AD. Any church that professes to have healers that do spontaneous,  indiscriminate,  complete and instantaneous healing is lying. It is not possible. In addition the gift of speaking a non-learned language is nowhere to be seen or heard today.

Various other Scriptures on the different uses of the laying on of hands in the OT and NT periods. 

Leviticus 16:21-22 He is to lay both hands on the head of the live goat and confess over it all the wickedness and rebellion of the Israelites—all their sins—and put them on the goat’s head. He shall send the goat away into the desert in the care of a man appointed for the task. The goat will carry on itself all their sins to a solitary place; and the man shall release it in the desert.

Leviticus 24:13-14 Then the Lord said to Moses: “Take the blasphemer outside the camp. All those who heard him are to lay their hands on his head, and the entire assembly is to stone him.

New Numbers 8:5-15 The Setting Apart of the Levites The Lord said to Moses: “Take the Levites from among the other Israelites and make them ceremonially clean. To purify them, do this: Sprinkle the water of cleansing on them; then have them shave their whole bodies and wash their clothes, and so purify themselves. Have them take a young bull with its grain offering of fine flour mixed with oil; then you are to take a second young bull for a sin offering. Bring the Levites to the front of the Tent of Meeting and assemble the whole Israelite community. You are to bring the Levites before the Lord, and the Israelites are to lay their hands on them. Aaron is to present the Levites before the Lord as a wave offering from the Israelites, so that they may be ready to do the work of the Lord. “After the Levites lay their hands on the heads of the bulls, use the one for a sin offering to the Lord and the other for a burnt offering, to make atonement for the Levites. Have the Levites stand in front of Aaron and his sons and then present them as a wave offering to the Lord. In this way you are to set the Levites apart from the other Israelites, and the Levites will be mine. “After you have purified the Levites and presented them as a wave offering, they are to come to do their work at the Tent of Meeting.

Numbers 27:22-23 Moses did as the Lord commanded him. He took Joshua and had him stand before Eleazar the priest and the whole assembly. Then he laid his hands on him and commissioned him, as the Lord instructed through Moses.

Deuteronomy 34:9 Now Joshua son of Nun was filled with the spirit of wisdom because Moses had laid his hands on him. So the Israelites listened to him and did what the Lord had commanded Moses.

2 Chronicles 29:23-24 The goats for the sin offering were brought before the king and the assembly, and they laid their hands on them. The priests then slaughtered the goats and presented their blood on the altar for a sin offering to atone for all Israel, because the king had ordered the burnt offering and the sin offering for all Israel.

Matthew 19:13-15 The Little Children and Jesus Then little children were brought to Jesus for him to place his hands on them and pray for them. But the disciples rebuked those who brought them. Jesus said, “Let the little children come to me, and do not hinder them, for the kingdom of heaven belongs to such as these.” When he had placed his hands on them, he went on from there.

Mark 16:18 they will pick up snakes with their hands; and when they drink deadly poison, it will not hurt them at all; they will place their hands on sick people, and they will get well.”

Luke 4:40 When the sun was setting, the people brought to Jesus all who had various kinds of sickness, and laying his hands on each one, he healed them.

Luke 13:13 Then he put his hands on her, and immediately she straightened up and praised God.

Acts 9:17 Then Ananias went to the house and entered it. Placing his hands on Saul, he said, “Brother Saul, the Lord—Jesus, who appeared to you on the road as you were coming here—has sent me so that you may see again and be filled with the Holy Spirit.”

1 Timothy 5:22 Do not be hasty in the laying on of hands, and do not share in the sins of others. Keep yourself pure.

Hebrews 6:2 instruction about baptisms, the laying on of hands, the resurrection of the dead, and eternal judgment.
